Meeting Minutes
The
AUG. 26th meeting was held at the PCSO District Center on Avenue G at 7:00
PM. The meeting was called to order by
President Larry Cleary.

Treasurer’s
Report
– No change or activity. Balance remains at $339.68.
Treasurer Thea Crosier mentioned that she’d brought a little jar called “Change for Progress” in which attendees could donate their pocket change if desired – strictly voluntary. She hoped any monies raised could go towards JPV beautification.
The Sheriff’s office was not able to arrange the speaker from “Crime Watch” that had been planned. After some discussion it was decided that they would have a representative come to our Sept. meeting and give a program on “Crime Prevention” which they thought would be more beneficial to residents at this time.
A resident had questions on farm animals in a residential neighborhood. Code enforcement said the code states that farm animals (including chickens and roosters) must be caged (penned) and are NOT allowed within 25 feet of any residential property line.
Questions arose as to the actual boundaries of JPV. Stan Bucher of Code Enforcement said he would bring an area map to the next meeting.
Thea brought up the possibility of a SMALL fundraiser garage sale for in the Fall. She stated she did not feel we could advertise as a “community wide” sale as we have too few members. Thea felt we did not need to pay for advertising, but just hold the sale at a resident’s home and put out signs that day. Thea volunteered her home as she has a double driveway and we could also use her neighbor’s double driveway next door. Larry Cleary said we should hold the sale at JPV Park, regardless of size or number of tables. Further discussion on this was tabled until the September meeting.
Thea asked what ever happened to the “Movie in The Park” that had been discussed last year. Lynn Giles and Larry Cleary both said that Parks Division was booked at least a year ahead for that and that they never got us on the calendar.
Lynn
Giles asked JPVRA for the $35 pledged earlier in Summer, for her to buy shrubs
to be planted on Taylor Blvd. She said
she plans to buy the plants this coming weekend.
Thea
Crosier gave an update on the JPV Beautification project involving small
businesses on the main JPV highways of Coleman Road and Recker Highway. Thea said she got permission from the
Habitat for Humanity store during July to plant a corner grouping of colorful
and flowering shrubs. As it was short
notice to round up members Thea went ahead and donated her time and purchased
plants out of pocket and put in a small corner grouping for them. A few of the plants lost their leaves in the
heat but are now leafing out again.
Thea
said that Jancie Tucker from the Apartments on Coleman Road at
The
corner by Del’s Market had her husband repair the fence as promised. Jancie now wants to take Thea up on her
offer to start landscaping that location ~ starting with a fairly good sized
tree out at the front corner with a nice circular mulch bed around it. The Tuckers will pay for the tree &
materials and Thea said she would like to set a Sept. 8th date for
JPVRA to plant. Thea also has rounded
up another business – a new day care on Recker Highway for landscaping. A nice young couple is just starting out
with that operation and they are anxious for some help in landscaping. The couple said they could pay for two
bushes, Thea volunteered to donate one bush and Thea made a motion asking JPVRA
to contribute $8 for one bush or $15 for two bushes to help complete that
project. This landscaping at 2nd
business could also be done by group on Saturday, Sept. 8th. However, the motion was turned down, as VP
Lynn Giles questioned why we would want to beautify Recker Highway, that she
thought we should concentrate on the residential homes first. Thea reminded
Lynn that when she & Lynn met back in June or July to go home to home on
Fern Road to try to line up homeowners of bare lot homes for landscaping, that
Lynn didn’t want to go to any other homes after they’d only spoken with one
possible candidate for this project.
Thea had wanted to continue going home to home until 2 or 3 residents
were lined up for landscaping help.
President Larry Cleary thought we should “hold off” as we had no
guarantee that a business would care for any landscaping we put in. Thea said
that we had no guarantee any homeowner would care for landscaping put in by
group either, but that we could only hope that if the group took the time to
help landscape a home OR JPV business, that they would maintain it
afterwards.
