Meeting Minutes
The
April 26th meeting was held at the PCSO District Center on Avenue G at 7:00
PM. The meeting was called to order by
President Charles Tucker. The March
minutes were read by Secretary Thea Crosier and accepted.
Code
enforcement officer Harvey Green introduced a new member of his staff ~ Charles
Sherrill. Code officer Tammy McCue was
also in attendance. Harvey gave a brief
report.
None.
Bob Wiedrich of Parks and Leisure Services presented the Final Master Plan for the JPV Park renovation. Jenny from Parks helped with the presentation and answered questions, as she’s been very involved in this project. John McKay from the Parks Dept. was also in attendance. The new “redesign” is a combination of several other plans ~ and has incorporated some suggestions from community members. The new facility will have massive landscaping (green space) with walking paths and nature trails. There will be a main pavilion, extra ball field storage, lighted tennis courts, small picnic areas and more. The bathroom facility will be upgraded. The 75-foot green space will act as a buffer between the park and JPV residential area.
Harvey Green asked if the pavilion would be a hot spot (for computer wireless internet) and Mr. Wiedrich’s answer was that it would NOT be at the present time. Bill Brown asked about night time Security – to keep people from roaming the park late at night. Once built, there will be a full time Security officer living on the premises.
Hours of operation and night time lighting for JPV park were discussed. Most parks are open 7 am until 10 pm. Night time lighting will actually be controlled by a computer system. Therefore, if there is a rain delay or other delay in a game or activity ~ it will be necessary for someone to notify Parks so that they will know about the situation and handle accordingly.
The master plan must now be approved by County Commissioners – probably at the June 6th meeting. If approved – then construction documents will be prepared and consultants engaged. Parks Department is currently working on getting funding through a community investment program. It appears that there is currently enough money available to begin the construction documents in the Fall. Then the entire project must go out for bid (2009) if the budget goes through as expected. All processes for the JPV park renovation are pending funding.
Resident Lynn Giles brought up the subject of broken sidewalks and unsightly curbs. The Sheriff’s office representative said that the county will come out and repair broken sidewalks ONLY if the homes involved promise to no longer park vehicles in that same location. Lynn feels the group should be very aggressive in this regard and in getting broken sidewalks repaired. Thea Crosier suggested that attendees look around their neighborhood and make notes as to homes (addresses) with broken sidewalks or unsightly curb areas and bring list to next meeting. Once this is done if the group wishes, Thea suggested groups of 2 or 3 JPVRA attendees could go “one on one” and talk to owners of homes involved, concerning letting county repair sidewalks and promising no further parking. As meeting was drawing to a close, further discussion was tabled for a later date.
