Jan Phyl Village Revitalization Association
Meeting Minutes
January 25, 2007
The January 25th meeting was held at the PCSO District Center on Avenue G at 7:00 pm. The meeting was called to order by President Charles Tucker. The December minutes were read and accepted. Harvey Green, from Code Enforcement and Ginny Nifong, from the News Chief, were once again in attendance. New guests/attendees were: Betty Mae (William Avenue), Tim McSwain with his wife Darlene and two children (Thomas Avenue) and the Nguyen family from Vaniman Court.
OLD BUSINESS
Treasurer Thea Crosier presented the “chance drawing” fundraiser package that she’d been organizing, to benefit JPVRA past president Bill Brown. Attendees were invited to “sign out” a package of 50 or more tickets to sell for the fundraiser at $1 apiece. In each package was a listing of the raffle “goodies” and also the contributors. One GREAT addition to the raffle package was a 2007 Polk Enjoyment Book which has many, many coupons good for free meals, services, videos, golf and more. Thea made a motion that 15% of the raffle proceeds be kept by JPVRA and that 85% be distributed to Bill Brown, to help with expenses following his heart attack and long recuperation. The motion was seconded by Larry Cleary.
Harvey Green announced a slight re-structuring within the Code
Enforcement agency. The agency is being streamlined so that processing of cases will move along more quickly. Area coverage by Code Enforcement will now be made up of designated quadrants, with a team of four officers per quadrant. We were pleased to hear that Harvey Green will still be covering JPV ~ as he’s done a great job with communication and case processing. Harvey updated us on several ongoing cases. He also mentioned that there is money available to neighborhoods to help with cleanup of properties ~ but that the neighborhood association President must be active in the Presidents Alliance in order to qualify. Harvey Green left packages of information on the Alliance and JPVRA President Charles Tucker said he plans to begin attending the monthly Alliance meeting.
Brandy from Parks & Recreation presented information on the types of fund raiser activities that her department can put on or help JPVRA put on in an effort to generate more community involvement. Many questions were asked and Brandy had some good suggestions concerning possible future events. The department is booked almost a year ahead for most events, but Brandy was going to check calendar and her staffing schedule and see if there was a date in the Fall when they could put on a “Movie in the Park” for JPVRA. We would like to get this activity going as soon as possible and hold a Movie Night every two months if possible.
Concerning the planned renovation for JPV Park (which had stalled); it was announced that Bob Wiedrich of Polk County Leisure Services will hold a PUBLIC meeting on Thursday, Feb. 22nd from 6:00 to 7:00 PM at the PCOS District Center on Avenue G. A letter concerning the 6:00 PM Parks meeting will be sent out to residents living within a certain radius of JPV Park. The regular monthly meeting of JPVRA would take place at 7:00 PM, directly following Mr. Wiedrich’s meeting. Mr. Wiedrich will present the park plans including visual graphics to show residents in attendance. The Parks Department needs “input” and ideas from the public concerning these plans, especially from JPV families with children who would be using the park.
Larry Cleary once again brought up the subject of proposed speed limit increase to 45mph on Coleman Road. He has made up a petition to fight this and is taking signatures. This was discussed.
NEW BUSINESS
Lynn Giles had a question on Leagues using JPV Park or monopolizing use of JPV Park. Brandy advised Lynn to present these questions to Mr. Wiedrich at the Feb. meeting.
Thea Crosier brought up the possibility of forming an Emergency Action Plan for JPV. Charles Tucker spoke briefly on a group called NATS which has a program which provides training for emergency situations. Charles will bring the information on NATS to a future meeting.
Next meeting February 22nd.
Number in attendance 23.
Meeting adjourned at 8:00 PM.
